Statement from TEMA regarding trees felled by IMM

The TEMA Foundation has issued a statement to educate the public after discussions on the logging of 112 plane trees protected on Ciragan Road in the Besiktas district of Istanbul.

The statement states that 112 protected sycamore trees have been cut down due to a cancer disease caused by a fungus called “Ceratocystis platani” in Latin.

It was pointed out that the risk group for Sycamore cancer caused by the fungus “Ceratocystis platani” is an epidemic disease with a very high risk of quarantine measures.

It is said to be easily transmitted by various methods such as birds, insects, human hands, accidental or wind, wound tissue, pruning tools and equipment, soil and rainwater root contact.

“Cannot be treated”

The statement emphasized that the disease could not be cured, saying, “The disease cannot be saved because the fungus clogs the infectious bundles of the tree and the water taken from the soil blocks the transmission. It becomes established. Trees with maintenance work as the transmission bundles are on the roots, stems and buds. There is no proposed remedy other than taking quarantine measures to cut down the trees. Created by scientists who are experts on this subject. Considering the reports, cutting down diseased trees is considered a necessary process to combat the disease and prevent it from spreading to more trees.

“Experts need to evaluate together”

It was stated that what to do next, what species to use, what size seedlings to use, and disease monitoring are important.

Given the function of roadside trees, traffic safety, the integrity of cityscapes, and their contribution to the historical and cultural texture of these issues, it would be beneficial for the subject experts to evaluate the measures together. Said. Take to prevent the illness from becoming effective again.

“It is sent like COVID-19 and there is no cure”

The statement also included technical information on diseases that affect trees, emphasizing that Sycamoregan diseases, like COVID-19, are transmitted as soon as they come into contact. The illness has no chance of recovery and unfortunately there is no cure yet.

“It has the potential to destroy sycamore trees such as Ophiostoma and Urumi, which endanger the elm trees around the world and in our country,” the statement said.

“Ceratocystis fimbriataf. Sp. It is reported that about 400 Platanas are dried and felled annually in the Besiktas, Beyoglu and Sisli districts of Istanbul due to the disease, which was first diagnosed in Turkey in 2010 under the name” Platani “. I am.

After continued dryness, 976 dried plane trees found in Istanbul’s Gezi Park, Jurs Park, Kumlietokadesi, Dolmabahcekadesi, and Ciragan Avenue were sampled and investigated in 2016. :

“It was determined that 314 of the sampled trees became sick and 55 were completely dead. In this study, 97 sick trees were in Taksimgeji Park, 41 were in Yuls Park and 17 were. There is information that there are 108 on Kumriet Road, 108 on Dorma Bachche Road and 51 on Chulan Road.

The disease was first detected in Turkey in 2010, but the EPPO (European and Mediterranean Plant Protection Station) created the first record of the presence of Sycamore cancer in Turkey based on this study in 2018. did.

The disease is likely to have come to our country from Italy, where thousands of tall seedlings have been imported from European countries over the last two decades. Illness is common in Italy.

However, genetic analysis is required to make this clear decision. The disease may have been transmitted from imported seedlings to old plane trees by pruning tools and equipment. Old plane trees have high historical value and are protected.

Legal Examination: Permission has been granted

TEMA also conducted a legal investigation into the logging of trees. It was pointed out that interventions in trees of high historical value or registered as monumental trees require permission from the Nature Conservation Commission.

In a letter dated April 28, 2020, IMM European Side Parks and Gardens Branch Directorate number 29609873-962-67967, Dr. Zeki Severoğlu, as a result of a survey and investigation by experts from the Faculty of Forestry, Istanbul, Ministry of Agriculture and Forestry, Süleyman Demirel University. I applied to the Istanbul State Department of Environmental and Urbanization by adding the prepared report. The Mediterranean Agricultural Research Institute and the IMM Plant Conservation and Agricultural Conservation Unit have been designated.

The application was evaluated by the Istanbul Nature Conservation Area Commission No. 4, and the Governor of Istanbul’s letter dated 14 July 2020 was forwarded to the IMM European Parks and Gardens Authority to do what was needed. Said. A decision by the Istanbul Natural Assets Conservation Area Commission No. 4 sent to the Governor’s Annex stated that 73 diseased trees needed to be intervened. Suitable for logging dry trees at the entrance of Yıldız Grove, number 04-1068, dated June 25, 2020. Thus, it was stated that permission was obtained to cut down the sick tree.

“It’s not about permission from forest management.”

In the statement, “However, according to Article 6831, Article 15 of the Forest Act, it is necessary to obtain permission from the Forestry Bureau for logging. Because the news reflected to the public did not obtain permission from the Forestry Bureau. There is information that a fine has been imposed. Here, we need to state that this permit was given by the Forest Department to cut trees outside the boundaries of the forest and should be cut down. It is not a permit based on a fine assessment. The main reasons for this permit are as follows: Prove that the timber obtained after logging has not been illegally harvested from the forest and that the timber has not been illegally transported. It is said to provide a regulated basis for transportation charts that indicate that.

“He killed 88 percent.”

The history of the illness was also explained in the statement. It was recorded that 88% of plane trees planted in New Jersey died in 1949 due to the infection.

The disease was found in France, Italy, Greece, Switzerland and Albania and was transmitted to Europe in wooden packages during World War II. He is said to have killed tens of thousands of trees in Europe. The risks posed by Sycamore cancer bacteria were clearly answered in an assessment conducted at the EFSA 2016 (European Food Safety Authority), saying, “In a risk analysis, the bacteria have a risk of 2000 in France, Italy, and Greece. It was decided by the European Union in 29. If no measures are taken in accordance with the “Directions on Protective Measures Against European Union Invasion and Hazardous Organisms”, the risk is determined to be 40 times higher. Plant or herbal products “, number / EC. It is said that the risk will be reduced by 80% if additional measures are taken according to the instructions of 2000/29 / EC. For this reason, it is recommended that this fungal disease be included in the diseases that apply to the quarantine rules.
