Comprehensive changes to the 3600 auxiliary instrumentation system
The second meeting was held on 3600 additional indicator studies involving millions of civil servants and retirees. Regulations on teachers, police, nurses and religious people have come to the fore, but are not limited to these professions.
This year, we are taking concrete steps on additional indicators that have long been on the agenda. President Recep Tayyip Erdogan announced in 2018 that there will be more additional indicators for teachers, police, nurses, religious people and managers. However, there was no concrete effort until last year. The process accelerated after a decision was made in August for collective bargaining.
The second meeting was held yesterday after the first meeting on 16 February, chaired by Minister of Labor and Social Affairs Vedat Birgin. The third meeting is scheduled for May 10. In a previous statement, Minister Birgin said he was aiming to submit a bill to Congress after the investigation was completed from May to June. This application will be implemented by 2023.
At a technical level meeting yesterday, Memur-Sen demanded that additional indicator regulation be targeted at all civil servants and eliminate fraud regarding compensation reflection rates. Ali Yalçın, Chairman of MEMURSEN, said he hopes to increase additional indicators to cover all civil servants, including general administrative services, civil servants without additional indicators, lawyers and technical service classes.
The remuneration reflection rate calculated based on the highest civil servant salary depends on additional indicators. The pension of the person who raised the compensation prediction rate will also increase. Possible changes in corrected reflectance are just as important as raising additional indicators.
The balance will change
With the increase in additional indicators for teachers, police, nurses and religious people to 3600, the issue of additional indicators has been on the agenda, but as the balance changes, we are not limited to this segment. The heads of ministries Ankara, Istanbul and Izmir are subject to 3600 additional indicators and other mayors are subject to 3000 additional indicators. When the additional indicators for teachers and nurses increase to 3600, the additional indicators for all mayors will increase as they exceed the mayors except for the three major cities. The same applies to police and religious personnel. Currently, top police chiefs and state Mufti are subject to 3600 additional indicators, while other police chiefs and sub-state Mufti and district Mufti are subject to 3000 additional indicators.
3600 additional indicators apply to Deputy General Managers and Department Managers. Professional doctors and engineers are subject to 3600 additional indicators and lawyers are subject to 3000 additional indicators. All additional metrics are reviewed from bottom to top, taking into account the hierarchical structure.
Pensions and bonuses will increase
Currently, four-year teachers, teachers, police officers, graduates of higher religious education, imams and preachers are subject to 3000 additional indicators, and nurses are subject to 2200 additional indicators. People with 30 years of service, people with an additional indicator of 3000, now receive a pension of 5,000 592 TL, and people with an additional indicator of 2200 receive a pension of 5,000 435 TL. When all of them increase to 3600 additional indicators, the pension will increase to 6826TL.
Retirement bonuses for members of the profession who have worked for 30 years are still at the levels of 202,000 lira and 196,000 lira, respectively. If 3600 additional indicators come into effect today, the retirement bonus will increase to 246,000 lira.
